PLANNING CASE P16-0446: Proposed Certificate of Appropriateness request by IRV Design and Construction, to construct a metal fence and gate enclosing the front yard of a single-family residence located at 4570 University Ave, City Landmark #70, City Structure of Merit #21, and District Contributor to the Mount Rubidoux Historic District, in the R-1-7000-CR zone in Ward #1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301, because the project constitutes a minor alteration to historic resource.
