Title: Planning case P18-0355 (COA): Certificate of Appropriateness request by Steve Lazarian of the International Church of the Foursquare Gospel to demolish an existing accessory building which is a remnant of a burned down church. The property is located at 4291 Eleventh Street, situated on the northeast corner of Eleventh and Cedar Streets, in the DSP-AS-SP-CR – Downtown Specific Plan-Almond Street District and Cultural Resources (Evergreen Quarter Historic District) Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to the general rule Section 15061(B)(3) (No possibility of Impact to the Environment) and categorically exempt pursuant to Sections 15301(L)(4) (Demolition of Accessory Structures).
