| 4 | PLANNING CASE PR-2023-00963 (PM, CUP, DR): Proposal by JoAnne Tang for the following entitlements to facilitate construction of a 4-unit, 9,661 square foot townhome development: 1) Tentative Tract Map (TM 38875) for a one-lot subdivision for condominium purposes; 2) Conditional Use Permit to allow a multi-family use in the Market Street Gateway District of the Downtown Specific Plan; and 3) Design Review of project plans. The 0.14-acre vacant project site is located at 3071 Market Street, situated on the northwest corner of Market and First Streets, in the DSP-MSG - Downtown Specific Plan - Market Street Gateway District Zone, in Ward 1. The Planning Division of the Community & Economic Development Department has determined that the proposal exempt from the California Environmental Quality Act (CEQA) review pursuant to Sections 15303 (New Construction or Conversion of Small Structures) and 15332 (Infill Development) of the CEQA Guidelines, as the project will not have a significant effect on the environment.
