The property is located at 4649 Ninth Street, at the northwest corner of Ninth Street and Loring Drive, in Ward 1. The Community & Economic Development Department recommends that the Cultural Heritage Board recommend that the City Council determine that this proposal is exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15061(b)(3) (Common Sense Rule) and 15308 (Actions by Regulatory Agencies for Protection of the Environment), as this proposal will not have a significant effect on the environment and will preserve the historic character of a cultural resource and provide notice of the resource’s historic status. 25-1779 6PLANNING CASE DP-2025-00463 (COA): Proposal by Tammy Russell on behalf of Acadia Healthcare Company, Inc. to a Certificate of Appropriateness to expand an existing hospital (Pacific Grove) with a new single-story, 29,300-square-foot building and associated parking lot modifications. The 3.75-acre project site consists of a single parcel, developed with a one-story, 34,382-square-foot medical facility (eligible for Landmark Designation), located at 5900 Brockton Avenue, situated on the east side of Brockton Avenue, between Jurupa Avenue and Maplewood Place, in Ward 1. The Planning Division of the Community & Economic Development Department determined the proposal is exempt from the California Environmental Quality Act (CEQA) review pursuant to Sections 15331 (Historic Resources Rehabilitation) and 15332 (In-fill Development) of the CEQA Guidelines, as the project is consistent with the Secretary of the Interior Standards for Rehabilitation and will not have a significant effect on the environment.
