22-3561 4PLANNING CASE DP-2022-00914 (HD): Proposal by Robert Vega and Michelle Arasim to consider a Historic Designation request for designation of the Powell-Wheeler Residence as a City Landmark. This property is located at 3860 El Hijo Street, on the west side of El Hijo Street between Arlington and Magnolia Avenues, in Ward 3. The Community & Economic Development Department recommends that the Cultural Heritage Board recommend that the City Council determine that this proposal is exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15061(b)(3) (Common Sense Rule) and 15308 (Actions by Regulatory Agencies for Protection of the Environment), as this proposal will not have a significant effect on the environment and will preserve the historic character of a cultural resource and provide notice of the resource historic status. 22-3562 5PLANNING CASE DP-2022-01719 (COA): Certificate of Appropriateness request by Anthony Bennett of IS Architecture, on behalf of Steven Fretwell, for the construction of the following: 1) a two-story, 162 square foot addition to the residence; 2) a pool in the rear yard; 3) new hardscape and landscape in the front and rear yard. This property is located at 3811 Mount Rubidoux Drive, on the west side of Mount Rubidoux Drive between University Avenue and Ninth Street, in Ward 1. The Community & Economic Development Department recommends that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource Restoration/Rehabilitation), as it constitutes rehabilitation of a historic resource that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
