| 4 | PLANNING CASE P16-0323: Proposed Certificate of Appropriateness by Mark Rubin of Regional Properties Inc. to facilitate the integration of the Stalder Building facade, which is City Structure of Merit #7, a contributor to the Seventh Street Historic District and Mission Inn Historic District, and is listed on the State of California Historic Resource Inventory, into a mixed-use development consisting of 165 units, 21,400 square feet of commercial lease area and 363 parking spaces, on three parcels totaling 1.19 acres, located at 3757-3789 Mission Inn Avenue, 3660-3666 Market Street, in the Downtown Specific Plan – Residential District and Cultural Resources Overlay Zones, in Ward 1. The Planning Division of the Community and Economic Development Department finds that the proposed project has been analyzed for compliance with the adopted Fox Plaza EIR and is consistent with the Secretary of the Interiors Standards for the Treatment of Historic Properties, and therefore will not result in environmental impacts that are different or greater than the impacts anticipated under the EIR. |

The proposed project is situated within Loring Park at Mount Rubidoux Drive, eastern base of Mount Rubidoux Memorial Park, and Indian Hill in the PF-Public Facilities and R-1-7000-Single Family Residential Zones, in Ward 1. The Planning Division of the Community & Economic Development Department has determined that the proposed project, as mitigated, will not have a significant effect on the environment and is recommending that a Mitigated Negative Declaration (MND) be adopted.
