18-2438 2Planning case P18-0355 (COA): Certificate of Appropriateness request by Steve Lazarian of the International Church of the Foursquare Gospel to demolish an existing accessory building which is a remnant of a burned down church. The property is located at 4291 Eleventh Street, situated on the northeast corner of Eleventh and Cedar Streets, in the DSP-AS-SP-CR – Downtown Specific Plan-Almond Street District and Cultural Resources (Evergreen Quarter Historic District) Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to the general rule Section 15061(B)(3) (No possibility of Impact to the Environment) and categorically exempt pursuant to Sections 15301(L)(4) (Demolition of Accessory Structures). 18-2439 3Planning case P18-0372 (HD): Proposed historic designation by Victoria Barnes to designate the Gore Manor, located at 2530 Prince Albert Drive in the Residential Conservation Zone, as a Landmark, in Ward 2. It is recommended that the Cultural Heritage Board recommend that the City Council determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3) and 15308 of the CEQA Guidelines as it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment, said action is intended to preserve the historic character of the building and site, and to provide notice of the historic status.
