19-2265 2Planning Case P19-0243 (COA): The applicant is requesting further continuance to July 17, 2019. Certificate of Appropriateness request by City of Riverside – General Services Department, for project plans for in-kind repairs and minor exterior modifications to the existing Riverside Public Library – Main Branch (City Landmark #135) for the conversion to the Cheech Marin Center for Chicano Art. The project site is located at 3581 Mission Inn Avenue, situated on the northeast corner of Mission Inn Avenue and Orange Street, in the DSP-RC-CR – Downtown Specific Plan Raincross District and Cultural Resources Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 and 15331, because the project is a minor alteration/addition to a historic resource which is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Guffin House, located at 2926 Lime Street, on the east side of Lime Street and north of First Street, in the R-1-7000 – Single-Family Residential Zone, in Ward 1. The Community & Economic Development Department recommends that the Cultural Heritage Board Cultural Heritage Board recommend that the City Council determine that this proposal is exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15061(b)(3) (Common Sense Rule) and 15308 (Actions by Regulatory Agencies for Protection of the Environment), as this proposal will not have a significant effect on the environment and will preserve the historic character of a cultural resource and provide notice of the resource historic status.
