Certificate of Appropriateness request by City of Riverside – General Services Department, for project plans for in-kind repairs and minor exterior modifications to the existing Riverside Public Library – Main Branch (City Landmark #135) for the conversion to the Cheech Marin Center for Chicano Art. The project site is located at 3581 Mission Inn Avenue, situated on the northeast corner of Mission Inn Avenue and Orange Street, in the Mission Inn and Seventh Street Historic Districts, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource Restoration/Rehabilitation), because the project is a minor alteration/addition to a historic resource which is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
