It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15061(b)(3) (Common Sense Rule) and 21084.1 (Historical Resource), as the proposal will have no significant effect on the environment because there are no extant structures on the site that can be considered historically significant.
