Pursuant to the City Council Meeting Rules adopted by Resolution No. 23976,  
members of all Boards and Commissions and the public are reminded that they must  
preserve order and decorum throughout the meeting. In that regard, members of all  
Boards and Commissions, as well as the public participants are advised that any  
delay or disruption in the proceedings or a refusal to obey the orders of the City  
Council, Boards and commissions, or their presiding officer constitutes a violation of

PLANNING CASE DP-2021-01034 (COA): Request by Ann Laudermilk on behalf of  
the Magnolia Presbyterian Church to amend a previously approved Certificate of  
Appropriateness for project plans to construct a 7,040 square foot replacement  
sanctuary building on the same site, which is listed as a City Landmark. The project  
site is located at 7200 Magnolia Avenue, situated on the south side of Magnolia  
Avenue between Washington and Mariella Streets, in Ward 3. It is recommended  
that the Cultural Heritage Board determine the proposal is categorically exempt from  
California Environmental Quality Act (CEQA) review pursuant to Sections 15302  
(Replacement  
Restoration/Rehabilitation),  
or  
Reconstruction),  
and 15332 (In-Fill  
15331 (Historic  
Development Projects),  
Resource  
as it  
constitutes the replacement of a church sanctuary building on the same site that will  
pose no adverse change to a historic resource (City Landmark and Structure of  
Merit) and is consistent with the Secretary of the Interior’s Standards for the
