PLANNING CASE DP-2025-00469 (HD): Proposal by Jen Mermilliod of JMRC on
behalf of Council Member Falcone to consider a Historic Designation request for
City Landmark designation of Riverside City Hall. The property is located at 3900
Main Street, spanning the Main Street alignment between Nineth and Tenth Streets,
in Ward 1. The Community & Economic Development Department recommends that
the Cultural Heritage Board recommend that the City Council determine that this
proposal is exempt from the California Environmental Quality Act (CEQA), pursuant
to Sections 15061(b)(3) (Common Sense Rule) and 15308 (Actions by Regulatory
Agencies for Protection of the Environment), as this proposal will not have a
significant effect on the environment and will preserve the historic character of a
cultural resource and provide notice of the resource’s historic status. Contact

the Riverside County Office of Education to consider Certificate of

Appropriateness to demolish an existing fire damaged residential office structure,
within the Prospect Place Historic District and designated as Structure of Merit
#313. The 6,534 square foot project site consists of a single parcel, developed with
a one-story adaptively reused residential structure, located at 4472 Orange Street,
situated on the east side of Orange Street, between Fourteenth Street and Prospect
Avenue, in Ward 1.
