Cultural Heritage Board and may be enacted by one motion in the form listed below.  
There will be no separate discussion of these items unless, before the Cultural Heritage  
Board votes on the motion to adopt, Members of the Cultural Heritage Board or staff  
request specific items be removed from the Consent Calendar for separate action. Prior  
to voting on the Consent Calendar, the Chairperson will ask the Board if any item need be

Discuss the absence of Board Member Hudson from the July 17, 2024 regular  
meeting of the Cultural Heritage Board.

PLANNING CASE DP-2024-00993 (COA): Certificate of Appropriateness request  
by Steve Slaten on behalf of All Saints Episcopal Church for the removal of a  
non-original trellis and the construction of an approximately 3,160 square foot  
pergola to accommodate solar panel installation at City Landmark #120 (All Saints  
Episcopal Church). This property is located at 3871 Terracina Drive, situated on the  
northwest corner of Terracina Drive and Magnolia Avenue, in Ward 1. The  
Community & Economic Development Department recommends that the Cultural  
Heritage Board determine the proposal is categorically exempt from the California  
Environmental Quality Act (CEQA) review pursuant to Sections 15303 (New  
Construction  
of  
Small  
Structure)  
and  
15331 (Historic  
Resource  
Restoration/Rehabilitation), as it constitutes as the construction of a small structure  
(patio cover) at a historic resource that is consistent with the Secretary of the

PLANNING CASE DP-2024-00868 (COA): Certificate of Appropriateness request  
by City of Riverside General Services Department for demolition of a non-historic  
accessory secondary structure to facilitate the construction of an approximately  
15,400 square foot new Eastside Library Building and various site improvement on  
the site of the Cesar Chavez Center (City Landmark #49). This property is located  
at 2060 University Avenue, at the southwest corner of University and Douglas  
Avenues, in Ward 1. The Community & Economic Development Department  
recommends that the Cultural Heritage Board determine the proposal is  
categorically exempt from the California Environmental Quality Act (CEQA) review  
pursuant to Sections 15302 (Replacement Structure), 15303 (New Construction of  
Small Structures), and 15331 (Historic Resource Restoration/Rehabilitation) as it  
constitutes the replacement of an existing structure at a historic resource, with a  
similar use and new floor area no more than 10,000 square, that is consistent with  
the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
