Pursuant to the City Council Meeting Rules adopted by Resolution No. 23618,

members of all Boards and Commissions and the public are reminded that they must

preserve order and decorum throughout the meeting. In that regard, members of all

Boards and Commissions, as well as the public participants are advised that any

delay or disruption in the proceedings or a refusal to obey the orders of the City

Council, Boards and commissions, or their presiding officer constitutes a violation of

PUBLIC HEARINGS

Individual audience participation is limited to 3 minutes.

PLANNING CASES: PR-2022-001366 (CUP, DR): Proposal by Abraham Kahen of

CRE Inc. to consider the following entitlements to facilitate construction of a 2,470

square foot drive-thru restaurant (Pollo Campero): 1) Conditional Use Permit to

permit a drive-thru restaurant; and 2) Design Review of project plans. The 0.72-acre

project site consists of two contiguous parcels, currently developed with a TJ Mart

convenience store and a vacant vehicle repair facility, to be demolished. The project

is located at 11095 Magnolia Avenue and 3815 La Sierra Avenue, situated on the

northeast corner of La Sierra Avenue and Magnolia Avenue, in the CR-SP –

Commercial Retail and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 6.

The Planning Division of the Community & Economic Development Department has

determined that this proposal is exempt from the California Environmental Quality

Act (CEQA) review pursuant to Sections 15332 (Infill Development Projects) and

15303 (New Construction or Conversion of Small Structures) of the CEQA

Guidelines, as it can be seen with certainty that the project will not have a significant
