Pursuant to the City Council Meeting Rules adopted by Resolution No. 24076,  
members of all Boards and Commissions and the public are reminded that they must  
preserve order and decorum throughout the meeting. In that regard, members of all  
Boards and Commissions, as well as the public participants are advised that any  
delay or disruption in the proceedings or a refusal to obey the orders of the City  
Council, Boards and commissions, or their presiding officer constitutes a violation of  
these rules.

Cultural Heritage Board and may be enacted by one motion in the form listed below.  
There will be no separate discussion of these items unless, before the Cultural Heritage  
Board votes on the motion to adopt, Members of the Cultural Heritage Board or staff  
request specific items be removed from the Consent Calendar for separate action. Prior  
to voting on the Consent Calendar, the Chairperson will ask the Board if any item need be

DP-2022-00047 (COA),  
DP-2022-00048 (EIR):  
Proposal  
by  
Jaime Chapman of Riverside Property Owner, LLC to consider the following  
entitlements for a mixed-use development consisting of 388 multi-family residential  
units, and 25,320 square feet of commercial space: 1)  
Appropriateness for the demolition of the former 192,139 square foot Sears building  
and all appurtenances; and 2) an Environmental Impact Report. The 17.4-acre

project site is located at 5229 Arlington Avenue and is situated on the north side of  
Arlington Avenue, between Streeter Avenue and Capistrano Way, in the CG –  
Commercial General Zone, in Ward 3. The City of Riverside has prepared a Draft  
Environmental Impact Report for the project identified above.  
A statement of  
overriding considerations and Mitigation Monitoring and Reporting Program will be  
prepared for this project prior to the City Council’s future consideration and
